§ Mr. AMMONThe bulk of the tobacco purchased for the Navy is of American origin, but offers of Empire tobacco also are invited and purchases of the latter have been included when quality and price have been satisfactory. In recent years it has been found possible to increase substantially the quantity of Empire tobacco bought.
