asked the President of the Board of Trade the number of cinematograph exhibitors or renters who have failed during the previous 12 months to comply with the quota provisions of the Cinematograph Films Act, 1927?

Mr. W. GRAHAM

129 exhibitors who carried on business throughout the quota year ended September last failed to comply with the quota requirements of the Act. In addition, there were, of course, a number of exhibitors who exhibited for only a part—often a small part—of the year. The renters' quota year ended on 31st March, 1931, and the information desired with regard to the renters is not yet available.

Will the right hon. Gentleman bear in mind, in taking these cases into consideration, the difficulty experienced by an independent exhibitor in obtaining sufficient films to comply with the quota regulations?

Mr. GRAHAM

Yes, all these matters have been borne in mind. My hon. Friend knows that exemption certificates are given in many cases.

Can the right hon. Gentleman say how many exemption certificates have been granted?

Mr. GRAHAM
