§ Mr. W. GRAHAM129 exhibitors who carried on business throughout the quota year ended September last failed to comply with the quota requirements of the Act. In addition, there were, of course, a number of exhibitors who exhibited for only a part—often a small part—of the year. The renters' quota year ended on 31st March, 1931, and the information desired with regard to the renters is not yet available.
§ Mr. DAYWill the right hon. Gentleman bear in mind, in taking these cases into consideration, the difficulty experienced by an independent exhibitor in obtaining sufficient films to comply with the quota regulations?
§ Mr. GRAHAMYes, all these matters have been borne in mind. My hon. Friend knows that exemption certificates are given in many cases.
