§ Mr. ATTLEEThe present average figures are approximately seven operators per 1,000 subscribers' lines at automatic exchanges and 16 at manual exchanges. The exact number of operators required at any Exchange depends on the amount of traffic, which is not necessarily proportionate to the number of lines.
