asked the Secretary of State for Foreign Affairs if he will consider the desirability of proposing that the League of Nations should appoint a special resident representative for the Ukraine to assist it in carrying out its duties in connection with the treaty signed between Poland and the Allied and Associated Powers, on 28th June, 1919, giving certain rights to minorities?

Mr. DALTON

Neither the treaty signed between Poland and the Allied and Associated Powers on the 28th June, 1919, nor any other agreement bearing on this subject, authorises the appoint- ment of such a special resident representative of the League.

Mr. MANDER

Is not this what is done in Upper Silesia?

Mr. DALTON

That is based upon a special bilateral agreement between Germany and Poland concluded in 1922.
