§ The PRIME MINISTERI would refer my hon. Friend to the reply which I gave to a question by my hon. Friend the Member for Govan (Mr. Maclean) on this subject on the 16th April. I am in consultation with my right hon. Friend the Secretary of State for Scotland and hope shortly to make a further statement.
