asked the Postmaster-General whether, for the purpose of facilitating communication in the interest of trade and commerce, he is prepared to re-introduce penny postage at any early date?

Does the Post-master-General not think that the State and the community would be best served by conferring this benefit on the United Kingdom and the British Empire rather than continuing the present system?
