asked the Minister of Health whether his attention has been drawn to the case of David Fyfe, who died in Waterloo House, Bethnal Green, with 11 broken ribs, sustained during his detention and following restraint in a straight-jacket; and whether he will make an inquiry into the case?

My right hon. Friend has already caused inquiry to be made into this case, but his inquiries are not yet complete. As soon as they are complete, he will communicate with my hon. Friend.

In view of the extraordinary nature of this case, may I ask whether two points will specially be borne in mind in this inquiry: first, as to whether there is any padded room in this establishment where a person under detention can be placed rather than in a straight-jacket; and, secondly, whether Councillor Blacketer, a justice of the peace, will be examined before the inquiry is concluded?
