asked the First Commissioner of Works whether, in order to prevent the exceeding of the 20 miles an hour speed limit by motorists in the Royal Parks, he will consider the substitution of uniformed police officers, plainly visible to the drivers, for the concealed plain-clothed officers at present operating the police traps m these places?

Mr. SHORT

I have been asked to reply. The suggestion has been considered, but the Commissioner of Police is of opinion that the present arrangements should be maintained for the proper enforcement of the speed limit in the parks.

Sir W. BRASS

Can the Under-Secretary of State tell me whether it is the policy of the Home Office to endeavour to prevent people breaking the law, or merely to prosecute them after they have broken the law?

Mr. SHORT

The function of the Home Office is to administer the law.
