asked the Secretary of State for India whether his attention bas been drawn to a recent threat by Abdul Ghafur, of Peshawar, who was released from prison as a non-violent political prisoner under the Irwin-Gandhi pact, that he will raise 100,000 Red Shirts to menace British authority on the North-West frontier; and what steps do the Government propose to take?

My latest information does not confirm the statement in the first question. The answer to the second will be found in paragraph 21 of the Paper issued on 5th March.

Is there no truth in the statement that Abdul Ghafur has been making incendiary speeches of this sort on the North-West Frontier?

I have had recent information which does not tend to confirm the impression which the hon. and gallant Gentleman has received.
