I beg to move, in page 4, line 23, at the end, to insert the words: and sub-section three of section thirty-two of the Act of 1911 shall be amended by adding at the end thereof the following words 'and shall not, without the like sanction, be let otherwise than on the tenure of a statutory small tenant or of a new holder,' The intention of this Clause is to prevent landholders dropping out of the Acts, but I think the Government have overlooked the fact that statutory small tenants may drop out of the Acts unless words such as I have indicated in the Amendment are added, and it is for the purpose of assisting the Department to make Clause 6 watertight with regard to statutory small tenants as well as landholders that I move this Amendment.

We considered this point very carefully indeed, but we came to the conclusion that, inasmuch as the House of Commons has now agreed to give every statutory small tenant who fears he might be unjustly treated the option to become a landowner, this Amendment is not required.
