asked the Under-Secretary of State for the Colonies whether his attention has been called to the fact that the convention regulating the transition of the mineral oil of the Iraq Petroleum Company, Limited, through the territory of Palestine contains no clause for safeguarding fair wages and labour conditions or for labour legislation under the convention; and what steps he intends to take with a view to rectifying the omission?

Dr. SHIELS

Yes, Sir; my Noble Friend is aware that there is no such clause in the agreement. The point is engaging his attention.

Mr. THORNE

Will the hon. Gentleman do his level best to see that the Arabs and Jews will have a minimum rate of pay while putting down this pipe track?
