I apologise for being late. I am afraid that I am not in a position to make any general statement and as at present advised I do not contemplate making any proposals to the House.

Can the right hon. Gentleman indicate, at any rate, some of the information which he may have at his disposal in view of the statements recently made by two high judicial authorities?

The Ministry of Health has rather more to do with this matter than the Home Office, and the circumstances vary so much in these cases that it is a very difficult matter to deal with them in reply to a question.
