asked the Secretary of State for Foreign Affairs whether he is prepared to arrange for the summoning of a convention of the Powers interested in the North Sea fisheries with a view to obtaining an international agreement for the exclusion of foreign trawlers from the Moray Firth and other areas outside territorial limits which are at present closed to trawlers by orders issued by the Fishery Board for Scotland?

I have been asked to reply. I have given an undertaking that I will bring the present situation in the Moray Firth before my colleagues in the Government, as a result of the inquiries which I personally conducted there last week. The suggestion made in the question will be considered in that connection.

Is the right hon. Gentleman aware of the extreme urgency of the matter, and will he take every step possible to allay the irritation that is felt?

I am well aware of it.
