asked the Secretary of State for Foreign Affairs whether negotiations are proceeding with the Portuguese Government with a view to the abolition of the discriminatory Customs duties on cargo?

Mr. DALTON

A decree was issued on the 3rd of February by the Portuguese Government abolishing discriminatory quay dues. My right hon. Friend regrets, however, that, in spite of repeated representations by His Majesty's Ambassador at Lisbon, no satisfaction has yet been obtained on the question of flag discrimination on cargoes.

If the Foreign Secretary were to tell the Portuguese Government that we would discriminate against their wines coming into this country, would we not get a more favourable reply?
