asked the Secretary of State for India when it is intended to appoint a military member to fill the vacancy now existing on his Council?

Mr. BENN

The present number of members of the Council of India is 10, which complies with the statutory provision that there shall be not less than eight or more than 12, as the Secretary of State may determine. The Statute does not prescribe that one of the members should be a military member.

Has it not always been the custom to have one military member?

Mr. BENN

Yes. I think that is so. At present, I have the advantage of the membership of a distinguished soldier—Colonel Sir Umar Hayat Khan.
