asked the President of the Board of Trade whether he can state which foreign Governments give credit facilities to their nationals for the building or sale of merchant ships?

The following are the principal foreign countries in which there are State credit facilities for shipbuilding: France, Germany, Italy, Norway, and the United States. I am not aware of any case in which State credit facilities exist for the sale of secondhand merchant ships abroad.
