§ Mr. W. R. SMITHThe following are the principal foreign countries in which there are State credit facilities for shipbuilding: France, Germany, Italy, Norway, and the United States. I am not 435 aware of any case in which State credit facilities exist for the sale of secondhand merchant ships abroad.
