asked the Minister of Health if he is aware that local authorities when laying drains through private property frequently do this when grow- ing crops are in the ground; and will he issue a general circular to local authorities urging that such work should be undertaken, whenever possible, at a more suitable period of the year, both for the convenience of the owner of the land and with a view to avoiding unnecessary claims for damage from public funds?
