asked the Minister of Transport if his attention has been called to the hardships caused in many instances by the regulation requiring that in every case there shall be conductors on omnibuses; if he is aware that this will mean the closing down of services in certain rural areas which are of great convenience to the travelling public; and if he will take steps to leave discretionary power with the traffic commissioners on those matters?

No regulation has been made by my right hon. Friend requiring that in every case there shall be conductors on omnibuses. Regulation 14 of the Public Service Vehicle (Equipment and Use) Regulations requires that as from 1st August, 1931, where a public service vehicle is being used as a stage carriage a conductor shall be carried if the seating capacity of the vehicle exceeds 20 passengers, with the proviso that in the case of a single decked vehicle where no adult fare is less than 6d. no conductor need be carried if the seating capacity of the vehicle does not exceed 26.
