asked the Under-Secretary of State for the Colonies whether his attention has been drawn to a Bill recently before the Tanganyika legislative council with the object of instituting road tolls in order to protect the railway traffic; whether there are any other colonies where such road tolls are in existence; whether the proposals are regarded with favour by His Majesty's Government; and whether it is proposed to take any action with regard to them?

I have been asked to reply to this question. My Noble Friend has not yet received a copy of the Bill, which has been referred to a Select Committee of the Legislative Council, and in the meantime he docs not feel prepared to express any opinion on the proposals. The hon. Member will understand that in Tanganyika both the railways and the roads are owned and maintained by the Government whose duty it is to see that no undue burdens are placed upon it by unnecessary competition between the two. I am not aware of any road tolls in existence in other colonies.
