asked the Secretary to the Overseas Trade Department whether he has now decided to arrange for a commission of inquiry to visit Russia and to examine and report upon trade prospects with this country?

In view of the State monopoly of foreign trade in the Union of Soviet Socialist Republics and of purchases being made according to plan, I have come to the conclusion that a commission of inquiry would not serve the same useful purpose as in other countries.
