§ The MINISTER of LABOUR (Miss Bondfield)After experience in dealing with a number of applications for grant from Exchequer funds for municipal buildings I was satisfied, and the Unemployment Grants Committee agreed, that it is impracticable to apply to them the necessary tests required by the Development (Loan Guarantees and Grants) Act, 1929, as to economic development and acceleration, with any degree of general acceptance.
