asked the Secretary of State for India whether he will recommend that a fair wages clause be made an essential part of all contracts granted by the Government of India to Indian and British firms?

Mr. BENN

It has been accepted policy since 1926 that the Government of India in the purchase of stores, other than military stores, should exercise their discretion without control by the Secretary of State. I may mention that the High Commissioner for India informs me that his contracts ordinarily contain the equivalent of the Fair Wages Clause.
