§ Dr. ADDISONNo. I cannot give an absolute guarantee of that kind. These grants are made in the course of the ordinary administration of work and proposals are not submitted individually in advance to the House of Commons. The expenditure, of course, comes before the House of Commons in the ordinary way and the Minister is responsible for what he has done.
