§ Mr. GREENWOOD3,377 cottages had been improved under this Act in England and Wales by 31st March last. I have received a certain number of complaints, but they are usually concerned with the refusal of the local administrative body to exercise their discretion under the Act in favour of the complainant.
§ Mr. GREENWOODI explained to the House when the Housing (Rural Workers) Bill was under consideration that we had increased the rate of improvements since we took office.
