§ Mr. SHAWFrom the beginning of the year until 23rd May, 16,447 recruits for the Regular Army had been finally approved, compared with 11,428 during the same period last year. It will be necessary for this improvement to be more than maintained if the shortage on the establishment, to which I referred in my Memorandum relating to the Estimates, is to be reduced during the year.
