asked the Secretary of State for Scotland whether he is now in a position to state the policy of the Government to deal with the question of trawling by foreign trawlers in the Moray Firth?

Mr. W. ADAMSON

As the hon. and gallant Member is aware, the matter is receiving the attention of the Government, but in view of the complexities of the issues involved it has not been possible up till now for a final decision to be reached.

Can the Secretary of State say whether he is making any progress towards forming some policy on this matter?

Mr. MACPHERSON

Can my right hon. Friend tell me the difference between "attention" and "consideration"?
