asked the Minister of Transport whether his Department have yet discovered any anti-dazzle motor head-lamp, not dependent upon dipping or swivelling, which satisfies the conditions recommended by the Departmental Committee in 1921?

Mr. PARKINSON

Lamps have been constructed which comply with the recommendations to which my hon. Friend refers, but have not proved adequate from the point of view of eliminating dazzle and at the same time providing a satisfactory driving light. As my hon. Friend is aware, my right hon. Friend has recently circulated for purposes of discussion draft regulations dealing with headlights.
