asked the Secretary for Mines if he will consider the advisability of amending Section 106 of the Coal Mines Act, 1911, for the purpose of providing facilities to the workmen or their representatives to prosecute in the same way as can be done at present by the owner, agent, or manager of a mine?

Mr. SHINWELL

I do not think that the amendment suggested is necessary. Under the existing law a workman can institute proceedings against an owner, agent or manager for breaches of the Coal Mines Act committed personally. He can also take proceedings for offences not committed personally provided he obtains my consent in the first place.
