§ Mr. CLYNESThe number of letters allowed varies according to the division or class in which a prisoner is and to the stage which he has attained under the progressive stage system. I am sending the hon. Member a summary of the regulations on the subject. The question of allowing more frequent communications has been considered, and certain modifications of the regulations have been made recently with this object.
