29. Mr. EDWARD WILLIAMS

asked the President of the Board of Education whether he is aware of the economic conditions prevailing in Glamorgan, under which children are unable to attend school as the parents are not able to provide them with clothing and boots; and, in view of the recommendation of the Glamorgan Public Assistance Committee, whether the Government will introduce legislation to enable local authorities to provide necessitous children with boots, clothing, and coal, especially during the coming winter?

The answer to the first part of the question is in the affirmative. With regard to the latter part of the question, the Glamorgan and other local authorities already, through their Public Assistance Committee, have power, where destitution exists, to provide relief, either in money or in kind.

Is it not true that the Parliamentary Secretary to the Ministry of Health said that in three weeks all this would be put right and that there would not be a child in these devastated areas without boots or milk?
