Before the House reads the Bill a Second time, I want to inform the House that I am in some doubt as to whether this is a suitable Bill to originate in another place owing to the amount of privilege entailed. I have come to the conclusion that there is sufficient substance left in the Bill to allow it to proceed, and on this occasion it may be permitted to continue in this House, but it must not be drawn into a precedent.

Bill read a Second time, and committed to a Standing Committee.

The remaining Orders were read, and postponed.

It being after half-past Eleven of the Clock, Mr. SPEAKER adjourned the House without Question put, pursuant to the Standing Order.
