asked the Minister of Transport whether he will so modify the London Traffic (Unhired Cabs) Regulations, 1931, as to establish beyond doubt the right of disengaged taximeter-cabs to pick up passengers in the principal thoroughfares to which those regulations apply?

The London Traffic (Unhired Cabs) Regulations, 1631, do not appear to me to leave any room for doubt as to the right of disengaged taximeter-cabs to pick up passengers in the thoroughfares to which the regulations apply, and I therefore see no need for making any modifications.
