asked the Minister of Transport if he is prepared to make regulations providing that, when in the opinion of the area commissioners opposition to an application for a licence is frivolous or trivial, an order shall be made for the payment to the successful applicant of his costs incurred in the application?

My right hon. Friend has no power to make such a regulation.

Will the hon. Gentleman make representations to his right hon. Friend as to the heavy expense incurred in these applications?

Mr. PARKINSON

To meet appeals against frivolous objections should not require heavy additional expenses.

Mr. REMER

Is the hon. Gentleman aware that these small omnibus operators have to employ counsel at high fees in order to protect their interests, and, unless the Minister acts, they will have to go out of business?
