In the event of the Second Reading of the Bill now before the House being carried tonight, does the Prime Minister propose to ask the House to take that Bill on the Floor of the House or to take it upstairs; and, in the latter contingency, does he propose to arm the Chairman of the Committee upstairs with any special powers for the curtailment of debate?

I do intend to ask the House to send it upstairs. The other matter I will consider and inform the House a little bit later, before the Bill begins to be taken in Committee.
