asked the Secretary of State for Foreign Affairs what tests he applies in differentiating between actions for which the Government of the Union of Socialist Soviet Republics is responsible and actions of unofficial organisations in Soviet Russia?

Mr. A. HENDERSON

I do not think it possible or desirable to lay down general standards whereby the responsibility, either of the Soviet or any other Government, in respect of particular actions, may be decided. Every case must be judged on its merits.

When does the right hon. Gentleman intend to endeavour to penetrate this network of Bolshevist camouflage in order to get a solution of this question, and is he not perfectly well aware that all these organisations are interdependent with, and controlled by, the Soviet Government?
