asked the Secretary of State for the Colonies what is the present position in regard to the scheme in prospect to make use of the Pangani falls?

The UNDER-SECRETARY of STATE for the COLONIES (Dr. Drummond Shiels)

An agreement providing for the development of the falls was executed last month between the Tanganyika Government and Power Securities Corporation Limited, under which power and light will be made available within five years for a considerable area, subject to the payment of an annual rent to the local Government and to fixed maximum rates of charge.

Can the hon. Member say whether the Government have provided any credit for this scheme?

Dr. SHIELS

No, Sir. I am having a copy of the agreement placed in the Library, so that the hon. and gallant Member can see it.

Mr. KIRKWOOD

I hope that this is not a case where the Government are handing any money over to some private company which is going to exploit the country.
