§ Mr. DALTONAs my right hon. Friend informed the hon. and gallant. Member for the Isle of Wight (Captain P. Macdonald) on 4th of February, discussions with the Soviet Government are still proceeding. I can, at present, add nothing to that reply.

§ Mr. DALTONAll I can say, generally, is that these negotiations are proceeding rather slowly, which I regret.
