asked the First Lord of the Admiralty whether a specified time can be laid down in which officers' stewards and cooks who have been permitted to turn over to continuous service could count their previous non-continuous service, good conduct, and recommendations for promotion, observing that, under the existing King's Regulations and Admiralty Instructions, they date seniority from the date of turning over to continuous service, and in some cases this means that a man would become time-expired for pension before reaching the top of the roster?

Generally speaking, non-continuous service officers' stewards and cooks who transferred to continuous service are allowed to count all their non-continuous time for advancement and pension. The only instance in which a man transferred to continuous service does not count his non-continuous service for advancement purposes is if he is transferred after a break in service of five years or more.
