asked the Secretary of State for Foreign Affairs whether he can now make a statement as to the negotiations which are taking place as to extra-territoriality; and whether any recent reply from the Chinese Minister of Foreign Affairs has been received?

The Chinese counter proposals were handed to His Majesty's Minister at Peking on 1st December, and were received in London on 24th December. They have been carefully studied by His Majesty's Government with a view to telegraphic instructions being sent to Sir Miles Lampson, who will, I hope, be in a position to resume negotiations shortly.
