§ The SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Arthur Henderson)The Chinese counter proposals were handed to His Majesty's Minister at Peking on 1st December, and were received in London on 24th December. They have been carefully studied by His Majesty's Government with a view to telegraphic instructions being sent to Sir Miles Lampson, who will, I hope, be in a position to resume negotiations shortly.
