Mr. SHINWELL

The Coal Mines National Industrial Board was established to inquire into any dispute, as to the terms of a proposed agreement in a district, which might be referred to the Board by either party after a failure to settle the dispute in accordance with the arrangements existing for that purpose in the district. It is clearly impossible to give any estimate of the number of disputes (if any) which may be referred to the Board in the future in the circumstances referred to.
