asked the Secretary of State for Dominion Affairs, in view of the fact that none of the Dominions have entered into negotiations for the admission of a Russian trade delegation, whether he has drawn their attention to the facilities afforded by articles four and six of the Russian trade agreement?

Mr. THOMAS

His Majesty's Governments in the Dominions were kept fully in touch with the negotiations leading up to the Agreement in question. The terms of the Agreement itself, as finally concluded, and of the accompanying declarations were also, of course, communicated to them.

Mr. ALBERY

Has the right hon. Gentleman received from Canada any expression of opinion as to trade relations with Russia?

Mr. THOMAS

No. All the Dominions were communicated with and the terms of the Agreement submitted to them. It might? be misunderstood and it would be impertinent on my part to ask whether they understood what this Agreement meant.
