Gray, Indian Civil Service, labour commissioner in Madras, at the instance of the Government of India, into the working of the special organisation in Madras for dealing with emigrants returning from Smith Africa under the scheme of assisted emigration; and whether the Government of India propose to take any steps arising out of Messrs. Natesan and Gray's report?
