HC Deb 10 December 1931 vol 260 cc2035-6
30. Mr. JANNER

asked the Home Secretary whether he is prepared to introduce legislation to make it possible for all appeals to be made to quarter sessions against the verdicts of courts of summary jurisdiction, without a condition being imposed upon the appellant of finding a deposit or giving other security?

Sir H. SAMUEL

I sympathise with the object which my hon. Friend has in view, and his suggestion, together with other suggestions relating to appeals from Courts of Summary Jurisdiction, will be noted for consideration when a suitable opportunity offers.

Mr. JANNER

Can the right hon. Gentleman tell me whether it would be possible, in the meanwhile, to give instructions to magistrates and justices so that they might deal with this particular aspect in a lenient manner, in view of the great difficulties that many poor persons experience when they desire to appeal against verdicts?

Sir H. SAMUEL

Although that point does not arise out of the question on the Paper, I will certainly give careful consideration to the suggestion of my hon. Friend, and I am grateful to him for making it.

Mr. JANNER

Thank you very much.
