§ Sir R. HAMILTONThe reply to the first part of the question is in the negative. As regards the second part, as was stated in this House on 20th July by the late Under-Secretary of State for the Colonies, before approval is given for the guarantee of the loan which would be floated in connection with the development scheme the whole matter would be brought before Parliament for consideration.
