asked the Secretary of State for the Colonies whether his attention has been drawn to the recommendation of the select committee of the Kenya legislative assembly recommending the institution of a local civil service side by side with the existing service; and, as this is inconsistent with the direct trusteeship which His Majesty's Government has declared to be its policy, will he give an assurance that no such change will be made?

My right hon. Friend, the Secretary of State for the Colonies, has received the Report of a Committee on Terms of Service which was appointed by the Governor of Kenya, and he is awaiting his recommendations upon it. My right hon. Friend is not, however, aware of any foundation for the suggestion that the institution of a local service, as contemplated by the Committee, would be inconsistent with the direct trusteeship of His Majesty's Government.
