asked the Secretary of State for India what has been done by the Indian Government with reference to the issue by the Allahabad Provincial Committee, at the instigation of J. A. Nehru, a leader of the Indian National Congress, of notices calling on the peasants of the Allahabad district not to pay rents or land revenue?

The Government of India and the local Government are watching the situation very closely and will take whatever measures are necessary to deal with any developments that may occur.

Sir F. HALL

Is this not against the principles laid down in the Irwin-Gandhi pact?

Sir S. HOARE

Yes, I think if such a campaign were launched, it would undoubtedly be a breach of the pact.

Sir F. HALL

Will the right hon. Gentleman see that steps are taken to deal drastically with this matter, so that we shall have no more trouble of this kind?

Sir S. HOARE

As my hon. and gallant. Friend will see from the answer which I have given, we are prepared to deal effectively with the situation if it arises.
