asked the Minister of Labour whether instructions have been given to the officials at Employment Exchanges to encourage unemployed men to look for work on their own account without waiting for vacancies to be notified to them?

I am not sure what the hon. and gallant Member has in mind, but in addition to the offer of specific vacancies, written directions are in accordance with Section 4 of the Unemployment Insurance Act, 1930, given to claimants for benefit in appropriate cases with a view to assisting them in finding suitable employment.

Is it not a fact that thousands of these people seek employment elsewhere before they go to the Employment Exchange?
