§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Dalton)His Majesty's Government would welcome effective international action to prevent such damage, but up to the present it has been impossible to secure agreement among the principal maritime Powers. The hon. Member's suggestion will, however, be borne in mind.
