asked the Secretary of State for Foreign Affairs if, in view of the fact that the damage arising from the discharge of oil waste from ships is caused by the ships of all nations, he will bring the matter before the League of Nations with a view to international action?

His Majesty's Government would welcome effective international action to prevent such damage, but up to the present it has been impossible to secure agreement among the principal maritime Powers. The hon. Member's suggestion will, however, be borne in mind.
