Mr. A. HENDERSONSixteen foreign States, members of the League of Nations, are in normal diplomatic relations with the Soviet Union. I am circulating a list of the names in the OFFICIAL REPORT. In addition, Czechoslovakia, though not in formal diplomatic relations with the Soviet Union, maintains "de facto" relations, and formal diplomatic relations between China and the Soviet Union remain suspended.
