asked the Prime Minister whether, in view of his promise on 10th July, 1929, to set up a committee to inquire into the possibilities of Home Rule for Scotland after the Derating Act had been in operation for a year, and as the year expires in May, 1931, he is now prepared to state the personnel of the committee and the terms of reference upon which they will conduct their inquiries and base their report?

The answer is in the negative. I propose, however, to confer with my right hon. Friend, the Secretary of State for Scotland, on the subject as soon as time permits.
